State Transition for status reasons: Does it only implemented for client side validation, and does not run server side?

Hi Experts

We recently implemented status reason transition for Work Order entity to achieve following

1- Create a stream line flow of status reason.

2- Restrict selection of wrong status reason from USER.

While implementing we assumed that state transition validation or server side (I can not find any documentation about the limitation of this features.)

but when we started testing we found that State transition works on UI only, not on server side.

I need your expert advise on below

1- Share the limitation for state transition feature, like it only works on UI side etc.

2- Is there any other way to restrict/configure state transition which works on server side and client side both.

    For 2nd: combination of JS and (plugin or realtime workflow).
