I opened a case with Microsoft. They said that Internet Explorer 10 is not compatible with RMS 2.0. They plan to have it resolved when they release RMS Service Pack 5. Until that time comes, you have to uninstall Internet Explorer 10 from the computer and continue to use IE 9.

"At this time Internet Explorer 10 is not compatible with RMS 2.0. After doing some research I found that the support for Internet Explorer 10 is to be included with the release of RMS 2.0 Service Pack 5. Please note that this is only tentative, and until the Service Pack is released, what is included in the Service Pack is subject to change.
The alternative process in the meantime would be to uninstall Internet Explorer 10 and run Internet Explorer 9. The customer may also want to change from Automatically install Updates to notify them when updates are available, so they can make sure that Internet Explorer 10 is not included in the updates until compatibility with it is included with RMS 2.0."
How to uninstall Internet Explorer 10...
Go to Control Panel > Programs and Features.
Click the 'View installed updates' link in the left pane.
Highlight 'Windows Internet Explorer 10' located under the 'Microsoft Windows' section.
Click Uninstall.
