I asked a question about fulfillment strategies in another post in this forum, but I assume that the solution would be based on Intelligent Fulfillment Optimization rather than Order Orchestration. However it seems that Intelligent Fulfillment Optimization is not available in Canada? When will it become available in Canada, and can I accomplish my goals from the other post without it?

If you are trying out the solution as a trial, try to deploy it in Geos like USA. We are working on making it available in more geos in the future.
