Hi Yasir Shahzad,
I agree with what Crispin mentioned.
Maybe think about the period journal as a kind of template similar to for example a depreciation convention for your fixed assets. It does not make much sense creating a workflow for setting up the depreciation convention but for the depreciation journal that results from applying it.
The same holds for the periodic journal, which does not hold transactional data and therefore does not require a workflow.
If you really want to create one, you have to develop it yourself but I cannot see any reason why one would do that.

Why do you need a workflow for a periodic journal?
Periodic journals are never posted.
The lines of those journals are copied for example to an invoice journal for which you can setup a workflow.
Why is it that you want to have a workflow here?
