I have a Dynamic marketing list and I want every time it adds a member an opportunity to be created. Played around with flow, but can't seam to have it work. Is there a way to do so or do I need to create a plugin or is a plugin even an option?

Could you share screenshot of your flow? And what problem did you encounter when configuring the flow?
Plugin is optional, aside from it, using flow is easier compared with plugin.
We can perform a bound action Microsoft.Dynamics.CRM.AddMemberList to add a contact to a specific marketing list.
(To perform action, we need to use Common Data Service(current environment) connector instead of Common Data Service connector.)
Set the Item ID property to id of a specific marketing list.
