Which Customer Voice license do I need?

I have a question which I thought was fairly simple but it seems to be difficult for me to find an answer.
 
We have 4 users with a Sales Enterprise license and the others have a team member license. We want to send out surveys using Customer voice, I know the 4 Enterprise users have access to it out of the box.
But what if I want other users to be able to send a customer voice? Do I need to upgrade them all to an Enterprise license (which is going to be very costly for just send out surveys), or is there a separate license just for Customer Voice they can use?
