Purchase Order Approval - Majority Must Approve

We have assigned PO workflow approval step to 3 approvers and set majority must approve.

Result from testing: After submit, stated assign to 3 approvers. After one of the approvers approved the workflow, workflow status become "Completed" and doesn't require further approval although majority must approve (that means at least 2 approvers need to approve).

I refer to Help in F1 and confirm that 2 out of 3 need to approve in this scenario.

Has anyone encountered this issue before? Or any suggestion solution for this?

Are any of the specified approvers also the workflow manager for the PO Approval workflow?

If so, when that approver, who is also the WF Manager, approves the PO, it is automatically given 'Completed' status, regardless of what other steps or setup is on the workflow.

This is why we do not recommend having approvers that are also assigned as the Workflow manager of the workflow type.

Yes, the specified approvers also the workflow manager for the PO approval workflow.

Workflow completion policy work fine after change the manager.
