When I try to upload General Journal entry via excel upload and posting, it shows error message as below symptom of showing difference between debit and credit balance on voucher and journal.
I checked but the balance is dead equal on excel, also the exchange rates are figured but does not work.

"what exact dates do you have exchange rates set and what dates are used in the source file?" >> On the Currency exchange rates, remove the From date filter and check for the first Start date for the conversion from KRW to USD. What is the transaction date for your posting? Is that date before the first start date?
"for this journal the transaction currency?" >> You already mentioned that you are recording the transactions in Korean Won (KRW).
Initially, it looks like there is an imbalance in the journal with one cent. Have you checked if the Excel amount values are rounded with two decimals (not just display, but really maximum 2 decimals)? Maybe the issue is due to some rounding issues.

For what exact dates do you have exchange rates set and what dates are used in the source file? What currencies do you have as an accounting currency, reporting currency, and for this journal the transaction currency?

Thank you for the response.
I checked General Ledger > Ledger Setup > Ledger / then checked "Budget Exchange Rate Type" which was set as Budget.
Changed to Default, did not work and saw that there was no exchange rate data configured for Default, so changed to Closing which is the only type has exchange rate configured for each date.
But still no luck for solving my issues, I still have problems which the D365 is changing dates of my General Journal Line Entries to either Jan 1st of Jan 31st, along with discrepancies in voucher and journal's Debit and Credit Balance.

You can setup Exchange rate type for common postings and budgeting. General Ledger -> Setup -> Ledger had the option for "Default budget exchange rate type". Changing this to "Default" maybe can stop the error you received. Someone on the forum has had a problem similar to yours before and got a solution, you can refer to these old threads:
