Can you block certain employee(s) from raising POs to particular suppliers

Hi,

Is it possible with AX 2012 R3 to restrict certain employees from raising PO's against certain suppliers. If so can you please let me know how or where this can be set-up?

Example I want to block Jack from raising PO's against Jacks Burgers Ltd.
