Hi,
I have been assigned to create a new Role Center that does not tie to any security roles but can be assigned to anyone.
I am new to Role Centers. Please advise if this is possible

Dynamics AX 2012 comes with a pessimistic security design. That means that it is not accessible if users don't have the correct permissions. SO, ensure you implement the security for your role center and its content.

I do not fully understand what exactly you want to achieve by creating a generic role center without any security privillage. Please share some more details, What kind of contents you want to display in the role center? Usually role centers pertains to a user's job function in the business.
For example, if you want to display any company level events/announcement information on Role Center front page that it make sense to me to create a generic role center and assign to all employees but if that role center content is not generic/standard then you must apply required security.
