Issue with Action Type for collection process

Hi All , 
I have set up the  collection process for the  Action Type Email using the customer posting profile "ALL" but customer are receiving the email reminder for the invoices that has been settle . Please can  some body assist me for this . I
am attaching the screen shot for the collection process set up page.
