To reduce the list of customers or vendors that are no longer active, can you only bring up those that are not blocked

Yes, you can set a filter on the list for Customers / Vendors not blocked on the page or form, depends if you're using the Classic or the RTC client.
On RTC Client, the blocked fields is not one of the default filters, you have to expand the filter, then show results where blocked is the blank value option.
On Classic, you can show the blocked column, and click F7 on the blocked field. Then type two single quotes ' ' and click ok.
You can set filter on Page SourceTableView property that Blocked ''
