Orders shows amount remaining when item is fully picked

I have orders that were entered into the system. All with the same item and all have the same issue.

You can see I have fully picked the full amount of the order BUT it shows an amount still remaining to deliver. If we cancel the remaining , it causes other issues.

I am just not sure why it is showing an amount remaining. I feel like there is a UOM conversion issue but not sure.
