Preferred Resource in FS Restricting Resources on Schedule Board

I have set up a Work Order with a Resource Requirement record that has an associated "Requirement Resource Preferred" record identifying that a specific Bookable Resource that is a User is to be preferred. Based on the documentation from Microsoft (https://docs.microsoft.com/en-us/dynamics365/field-service/resource-preferences), when you search for availability on the schedule board, this resource should show at the top with a heart next to it, then any other resources that fit the requirements with availability should also show in the list. At this time, if I use this preference, I ONLY get that preferred resource, but if I remove the preference, I get a list of about 10 resources that are available.

Is there a setting that I'm missing? Note that I am not using RSO, this is just a Work Order within Field Service with a Resource Requirement against it, and the Requirement Resource Preferred.

Currently I am on version 8.8.11.19 according to my solution management page.

I created a Work Order, which auto-creates the resource requirement - when I go to "find availability", it shows me 3 resources available.

I then update the Resource Requirement with a Resource Preference for one of those individuals that appeared on the board and return to the Schedule Board (I have a Default board with all default settings). I select that same Work Order and Find Availability now that the preference record exists and I only see that Preferred Resource, not the other two.

I'm not sure whether there is a setting somewhere that I may be missing or what.

I just tried it in my system. Schedule Assistant list 2 matching resources, A and B. When I specify B as preferred and run Schedule Assistant again, I still get the 2 matches and B shows up before A. Exactly as expected and documented. Are you on the latest release (FS v.8.8.x)? There were some changes in this area not long ago. Try it with a brand new board to make sure that there are no configurations that change the standard behavior..
