Pretty sure we can go higher than that since we're already running it on 2012R2. 2012R2 is Win 8 kernel and 2016 is Windows 10. We have GP clients running on Win10 so pretty sure W2016 and 2019 will work just fine.
Wouldn't push for 2022 as that's all new.

Derek is correct, any specs for whatever GP version you're looking for applies identically to Azure as if you run it on-prem.
For GP 2013R2, that means Windows 2012 only for the most recent version and SQL 2014.
Since GP 2013R2 is no longer supported since April 2018, why not upgrade to the most recent version so you could also use Win2019 & SQL 2019?
System Requirements for any version of Dynamics GP on Azure wouldn't be any different than a non-Azure environment.
Also, I would mention Dynamics GP is not supported with Azure SQL.
