If you want to create a new user who can create new cases in portal, you should go to Dynamics 365 to create a new portal contact and give him the cases permission.

I want to clarify .
The client have super user who register in our the portal.
The super user need to create authorized user to create case(incident ticket).

What's the kind of "user" do you mean?
1.The user of Portal.
It is possible to create portal users by user, you just need to add the contact entity list to portal and create contacts.
2.The user of Dynamics 365.
The users of Dynamics 365 could only be created in Office 365 admin center by gloabl administrator. You could not create users in Dynamics 365 directly, not to mention in portal.
The highest user permissions in portal could not operate on the Dynamics 365 user.
