Hi Kim,
I'm not familiar with 1099. Can you tell where exactly you need to do the mass update? You only shared a part of the form. In many cases, there is an option to use option 'Open in Excel' to retrieve data in Excel, update values and publish back to Dynamics 365. Probably there is an entity for this form; otherwise it can be developed.
You can export Vendors to Excel, mass edit in Excel, and update in D365
