Has anyone noticed issues sending surveys/an unusually high proportion of invites showing as started?

In the last couple of weeks we've seen a drop in response rates but at the same time we've had a lot more invitees statuses showing as them having started the survey, just wondering if anyone has experienced anything similar? We do survey a lot of the NHS so it is possible that their security settings are impacting surveys being sent
