Contacts not syncing properly to outlook

We are using Dynamics 365 On Premises Sales and we have server side sync in place for a user. It  seems the tasks and appointment are syncing with no issue to outlook but the contacts are only partially syncing. The user has around 512 Active contacts assigned to them in CRM but out of those only 80 have synced to CRM. We tried updating filters that did not work. we ran test mailboxes and it came back successful but the contacts have still not synced. Any idea how to fix this or what could be causing this
