Can i use the downloaded Development VM Environment to create development packages instead the cloud version?

I'm not sure what you mean. Please tell us more about your requirements.

Also, is it really about Dynamics AX? Don't you rather mean D365FO?

Moved to D365 Finance forum.

The main difference is obvious - one requires hosting a VM on your own hardware; the latter is hosted in Azure (and you have to pay for it, unless you manage to cover it with the Azure credit from VS subscription or so). Having the VM in Azure also makes communication with other Azure services easier.

But I still don't know what you mean by "development packages". If you're asking whether you can use a local VM for development, the answer is yes.
