The highlighted form names are not related to the invoice journal form. Can you set a filter on all objects (not only forms) starting with LedgerJournal or Ledger? Then check if there is e.g. a class related to the invoice journal form or the deletion of journals.
Have you already tried resetting the usage data for the users having the issue? Via the user options, you can go to usage data and delete some related records for the form or all usage data.
You can refer to the role permissions of these two users, which may be due to the difference in role permissions, which may cause a user to be unable to perform corresponding operations. Perhaps role permissions restrict users from making changes to tables in the database.
