All first open setup Dynamics.365.BC.Spring2019.29537.UK.DVD => Prerequisite Components => Microsoft SQL Server => ReportBuilder

Have you tried re-installing or repairing SQL Report Builder supported version?
The setup can be found in your NAV Installation Folder > Prerequisite Components > Microsoft SQL Server 20XX Express > ReportBuilderX.exe

This can be considered as a bug from NAV 2015+ and I also have faced this so badly. There's a work around I am usually doing.
I presume you may already have taken a full SQL backup of the entire DB with latest FOB version (includes all the changes you have done). If not that's okay to take a backup now and restore it on a different name (but I recommend in a different location - in a different SQL Instance maybe). Try connect now with NAV Development Environment and open Report Layouts.
This worked for me almost all the cases. If not let's try to find something very rigid.

That happens on all reports, both standard and custom made when I try to open the layout.
Which exactly report it is? Is it a standard one or a custom-made? Check also captions to the text boxes.
