Microsoft already retired NAV exams and it is available on www.dynamicspro.org/home
To get a certificate, a learner has to go through the Microsoft Dynamics NAV training course. There are basically two different courses to choose from.
Certificate course for Beginners
Certificate course for Advanced learners

As I know there are no official test exams available. You might get good contenet with the "Microsoft Dynamics Learning Portal"
There are no more official Microsoft certifications for NAV. Acually available NAV certifications are these:

Regarding courses, there's an exhaustive documentation on MSDN now and there's this forum. Many local learning partners gives courses about NAV, I think you've to check.
