In addition can you please give some more information about your requirement .
The answer depends on the exact functionality to be implemented.
For example, do you want to update the field of the same record or do you want to update another reference record based on the field value of the current record?
Hope your doubt is clear.
If you just want to copy field value in same or related entity then go for Workflow.
In plugin, you will directly assign value in target entity and call service.update.
