Users cannot upload documents to CRM

I get this error and I don't know what to do. I removed license, put it back and even made him administrator temporarily, and yet he was still unable to upload documents, with error message below:

There is usually more to this message offering you to download log which will identify the specific privilege that is missing.

What do you mean by administrator? System Admin security role? This is not a Microsoft 365 privilege but a Dynamics 365 one.

Can you please confirm whether you want to upload documents from Documents tab in Dynamics CRM ?
If yes then the user trying to upload the document would require certain privileges, to ensure and provide the user with the required privileges kindly follow the below steps,

Go to the security role which is assigned to the user >> Open >> Core Records >> Document Location,

Give all organization level privileges >> Save

Once the user has the required privileges they should be able to upload the documents.
