FTE counts from forecast positions - Budget planning

Dear expert,

Can someone explain how this FTE count is calculated when generate Budget plan from Forecast position?

I have 2 positions with Full-time equivalent on Forecast position are 1

Start date and end date

However, after generate, the Quantity count for this position is only 0.6

I am looking for some guidance on position forecasting, is this something you can help with please? Do you have any documentation on this which can help me understand this feature? Your help is very much appreciated.
