Decrease the report top margin property
This is from TopMargin property of the Report.
Reduce the TopMargin property and check
Can you print the report and send us the screenshot and tell us which empty space you are referring on it, based on the above screenshot there is no empty space on the header unless if you are printing the header only on the first page and you notice the space on the other pages.
Can you show us the screenshot of sections?
