Is it in D365FO, table browser is read-only? I could not add or delete any record from the table browser in D365FO.

Read-only is how it will be in production eventually. Why are you trying to add records via Table browser? Look for alternatives.
Yes tier 2 and above it's read only. You can't do anything other than viewing records.
