'Normal' Dynamics Sales license is Dynamics 365 Sales Enterprise? That's enough.
After my research, App updates not running at the same time for all the orgs in tenant is the reason for the cause of the issue.
Here is what I have found:
Recently we have shipped a new feature for SMS in sales. In the package template code, we have added a few checks for dependent solutions based on which we skip importing three new solutions related to the SMS feature. More details of the feature can be found in the docs
So you need open one ticket for Microsoft Support team:
Get Help + Support - Dynamics | Microsoft Docs
They can help you apply app update for the corresponding app/package name(DynamicsMKT_CxpSalesAnchorSolution & msdyn_AcceleratedSalesAnchor), then SalesOmnichannel will get installed in the target org.
