Is there a way of uploading forecasts and budgets without opening all the periods risking people posting actual journals to historic periods accidently?
You can Restrict Module Access By User Group so only that group able to enter or update data within that particular module.refer: https://cloudblogs.microsoft.com/dynamics365/no-audience/2016/05/09/module-access-level-specify-which-users-can-post-to-a-period-in-ax-2012/for more information.Thanks,

When i attempt to post a budget entry to a period on hold i get this message :
"A budget check cannot be performed. The financial period with the accounting date is not in an open financial calendar period."

Is a temporary opening of the periods an option?
Alternatively, can you make use of the module access rules that Amith mentioned?
