Set permission for a user to be able to customize pages for profile without super user right

Hi There,

We want to let 1 of our staff (Supervisor level) to be able to customize pages for profiles (role), is there any permission that we should add for this user?

Our consultant advises us to add Super User admin to the user, but we hesitate to do so as we only want 1 person to have Super User right in our organization.

Appreciate for your kind advice!
