When I’m trying to open AX application immediately getting the below error and application is going to responding mode normally without any issue.
I tried to do a CIL full but this does not correct the issue.
Do you have any idea why we get this exception on opening AX ?

It's a very generic error - it says that something was called via reflection and this something threw some kind of exception. You must collect more information before you can fix it.
I would start by looking at where the error was thrown from. It might come from Info.startup() or startupPost(), but these are not the only possible places.
In addition, Can you check event viewer if you can get some useful information.

Running as a SysAdmin, turn off CIL using Tools, Options, Development, and uncheck Execute business operations in CIL.
Then you should get a hopefully better error message, and it may even launch the debugger and drop you directly onto the offending line of code. Let us know what you get.
