Inconsistency between Survey and Report dashboard data and number of records

Hi I am running a pretty simple survey. On the survey dashboard, I show 817 responses

but in the reports I show 773 responses

I exported the 773 to Excel, hoping to match with the 817 but I am unable to export from the Send tab of any survey. In fact I have never been able to export files from any of the boxes in this dashboard. If it helps, all surveys were sent via the Email option.

This is a survey to schedule COVID vaccines in the Philippines so this glitch is pretty much a disaster at this point, as we have people who responded to the survey per a search of the 817 group but they do not appear in the 773 group, and the 773 group is the list of people who want to attend. Because of the export issue, I cannot even determine who they are.
