It would be helpful if you can describe a bit more.
However, if these are two field on some entity and you want some action to happen when balance is update to value less than balance threshold then you can write a workflow to create the activity record.
Is this what you are referring to?

Assuming that Balance is not a rollup/calculated field, then via Workflow or power automate flow triggered on create and/or update. If a rollup/calculated field then there is no trigger that you can capture so you have to implement a timer (probably in Flow), but the usual workaround is to not use the out of the box rollup and calculated fields and implementing your own (custom workflow activity or plugin) code to rollup etc.
