Outlook sync

Hello,
 
We are trying to set Outlook plugin for users, but first of all, we need to configure and create Profile server for email approval. We have on-premise exchange. In profile server is neccessary to set owner or user, which will be have approve for accept mailboxes. My questions is, which roles/permissions, we should set to this owner? We want to set as low permissions as is possible. (not global admin).
