The short answer is, Yes, it's possible. I'm using a demonstration environment for NAV 2017 in Azure (using the image from Microsoft's Freddy Kristiansen), and his install script also sets up the NAV SharePoint functionality. And in the screenshot below, you see that I have the Activity Cues (tiles) as well as charts and other things as individual page parts in SharePoint (so it isn't just rending the entire Role Center as one inframe part in SharePoint). I can click on any of these and interact on them just as I do in NAV's Web Client. So clicking a Cue would drill into a list, and closing the list would return me to SharePoint.
That said, unfortunately, I have not spent any time trying to do this on my own. When the functionality was first released in NAV 2013, I had used it, and it used to be much simpler to implement. Microsoft made significant changes to how it was installed/setup/configured from NAV 2013 R2 onwards, and since none of our customers have expressed much interest in this, I haven't made much of an effort to figure out how to install and configure this in SharePoint.
