If this "contact" is your employee, he should not be defined as Contact. Ideally, he should have been defined as user.

If "contact" is a contractor or partner, you can use field service partner portal and configure it to view bookings and even with small customisation, timesheet can also be made available.

You can take a look at seperate canvass app if defined user.

Without granting the contact some sort of access to either CRM or the mobile app, this will be challenging.

If you have an email address associated with the contact, you can write a flow to send email notification to the contact notifying when a Booking is created and/or modified. That will get you half way there.

You might also be able to receive formatted emails and trigger a flow to import time entries from there, although I have not attempted that part yet.

As another already said, using a portal works. We typically tend to give Contractors a minimal license and the Resco app, and charge them an annual fee (the price of the licenses).

Is the Resource a contractor?  If the resource is an internal employee, they should be a User.  If they are a contractor, then you would need to setup a partner portal for them to interact with the booking OR find another way, example - if they use another system.....
