What is the best way to handle project contract change orders?
Ex: If additional work/tasks are added after the project has started outside of the original contract terms. Is there any function that represents a change order?

The simplest, out-of-the-box way would be this one: Hack #11: How to use the Project Contract inside Dynamics 365 Project Operations? – Part One | Welcome to D365Hacks
Essentially you create a second Contract Line and tie it with the same project, but against new Tasks! Let me know if the blog post helps answer your question, if not I can give you an example.
