when clicking on cdsetup.exe we receive the message - "the version of this file is not compatible with the version of windows you're running. check your computer's system information to see whether you need an x86 (32-bit) or x64 (64-bit) version of the program, and then contact the software publisher."
Is the ANYTHING that I could do to fix this. I've tried to run in compatibility mode and it did not solve my problem at all. If there is any advice you can give me, I thank you in advance.

If you need to show a proof of concept, then virtualization is the way to go.
You can start for free with Virtualbox from Oracle, which takes literally 5 minutes to setup. You will need to have somewhere an ISO / CD / DVD from Windows XP however to get this version 8.0 running again.
I assume that your GP SQL server is still up and running, and that for now your sole problem is the client side to access the server again. I've a large experience with virtualization and if you need any help, feel free to contact me by PM.
With the VirtualBox software, you could even setup your own little private network to setup a newer version of Windows 2016, SQL server 2016 and GP 18.2 to show off your boss the benefits of the new GP version. This can be done for free with a demo company or even on Azure (which would even be faster).

You could use VM Ware workstation. I believe it costs $149.You can setup all kinds of workstations and servers and try various combinations.Once you prove the concept then you can move up to create a VM host server. You will it increasingly difficult to support something as old as GP 8. You might what to contact your reseller about purchasing a new license.
Thanks to all of you for your feedback. You are all right the best option is to update, however I'm new to the IT field and my company is not very open to the idea. I need to be able to sell the idea of it as a long term profit for the company, that could take a while though. I will check and see the service pack in which it worked with.
I do have a question about how to create the virtual environment. I will do some research however I am unfamiliar with this method.

If anyone has any ideas on the best way to propose this massive of a change for my company I would be glad to hear them. Like I said I am fresh to the IT field and my studies were based in Salesforce to begin with so, you see my dilemma.

As Béat mentioned, GP 8.0 is not compatible (or at least was never tested for compatibility) with Windows 7 (which is also out of service).
Here were the configurations tested for 8.0:
You mentioned that you got it to install on another WIndows 7 workstation, so I'd compare the two (maybe the one that isn't working is on an older/newer service pack or .NET release). Otherwise, creating a virtual environment is one option as Béat also mentioned.
I'd highly recommend upgrading to a serviceable version if at all possible though, because I worry that any time you encounter an issue on 8.0 it is going to be a struggle to find the solution. You'll probably run into features you wish you had too that were released in newer versions.
Either way, I hope you get it working!

I can get it that he is no longer under maintenance with such an old version.. I've customers on more recent version (10 & 2010) that have long dropped their maintenance.
Not to say it's going to cost 30k$ to upgrade to a more recent version, but without any maintenance, you're looking at purchasing all the backlog for at least the last 5 years to get the upgrades thru the various versions.. So Either they rebuild a virtual environment with Windows XP & Server W2k or W2k3 for SQL server and stick with the old 8.0, or invest heavily in newer environments and upgrade the whole thing, which might going to cost at least 10-20k$ with the new licenses.
Why would it cost $30,000? Are you not on maintenance? How many GP users? Getting GP 8 to run on a W7 is a crap shoot. Depending on which build of the OS and what version of .Net you are using. Perhaps if you wiped your W7 machine back to factory fresh you may get it to work. Plus make sure you use W7 32 bit. You will be on your own with this being such an old unsupported version.

I just installed GP 8.0 on another win 7 computer 2 days ago. it works. We can't afford the 30000 it will take to update our company. It's not possible for us to just upgrade.
GP 8 is not compatible with W7. You are 8 versions behind. I would dump GP 8 and go with GP 18.2 on a W10 computer. It probably work before because GP was already installed and someone did an in place upgrade of the OS. Now it is too late.
