deleted user info in dynamics 365 for operation

One of my environment was inaccessible. The only thing I could do with the database is to put it into emergency mode and extract data using MS SQL generate script. I deployed a new environment and moved data using the generated script including the user info table. Now no account can log into the new environment. I should have backed up the user info table before replacing it. Is there a way to gain access to the D365 for Operations client environment.
