Dashboards and the ability to export the data

We have dashboards that have been set up by our business units and all of a sudden those who had the ability to 'export' the data to excel have now lost this access - Was there something that has changed that now needs an extra security layer or something that has been changed with dashboards and who can export data?  Thanks
