Cannot uninstall Web Services in GP 18.2

I had issues installing GP Web Services. Asked the client to restart the server. I now trying to uninstall it and I get the following 2 errors:

Product: Web Services for Microsoft Dynamics GP 2018 -- Error 1922. Service 'Microsoft Dynamics GP Service Host' (DynGPWebService) could not be deleted. Verify that you have sufficient privileges to remove system services.

Product: Web Services for Microsoft Dynamics GP 2018 -- Error 1306. Another application has exclusive access to the file 'C:\Program Files\Microsoft Dynamics\GPWebServices\Logs\Tracing\GPSecurityServiceLegacy.svclog'. Please shut down all other applications, then click Retry.

The user is in the administrators group and I do not see anything running on the system. I also cannot stop the service.

Any ideas?
