Guest user Not able to access the Plugin Registration tool

i have created some Guest user in my D365 org but when the Guest user tries to login into the plugin registration tool i am facing errors . What could it be

by Guest user, you mean someone from another Active Directory is invited to your Active directory? Like another organization? Did you assign the licence to this user? Check this post for details

Also, make sure that he has a system admin or system customizer role to that user in Dynamics 365 instance

Please install the latest tools from Microsoft. I assume you are using V9.1 and the SDK for that is here docs.microsoft.com/.../download-tools-nuget
