There are some additional tables and other objects introduced in NAV 2013 so it is require to look at those and need to configure it. if you are using the standard roles of NAV provided then you can use the same role code of NAV 2013 which includes the new objects but it is require to create the roles in NAV 2013.
till nav 2009 it was possible to add AD security groups to the nav security (windows logins). this is not possible for nav 2013. you need a nav account for each user.
but you can recreate and reassign the roles in nav 2013 with some custom code. you can do that within nav (c/al) or in sql server (tsql scripts). also possible using special nav powershell cmdlets.
