Theme color branding not saving

I have a project that was copied from an existing project. I have made changes to the content of the survey with no issues. I am trying to change the Branding Theme Color but its not sticking.
when I change the HEX value it says "Saving..." and then "Saved". When I back out and go back in to check the theme color has reverted to the original.

Any ideas why this is happening and a solution?
