Setting up Recruit Online with Site Services issues

We are trying to follow these instructions (https://technet.microsoft.com/en-us/library/hh209126.aspx) to setup the ability to post jobs and receive applicants resumes and the first thing is to sign up for Site Services.  We are a Partner, not a Customer.  The first steps take me in AX to Org Admin, Setup, Site Services, Checklist, sign up for a Site services Account.  When I put my live ID in, I get a web server error (Runtime Error) and have spent 2 days on the merry go round of AX support and no one can tell me who the responsible group is.  Anyways, I used my bosses live ID which is our admin account for our PartnerSource Biz Center and I can log in.  When I select our company as a customer (it is in the drop down) and proceed to sign up, it tells me that I cannot because the customer number does not exist or my user does not have permission..  It had a customer number up there when I selected Sopris Systems.  I noticed that it was attempting to do this on the https://www.dynamicsonline.com web address so I went there and logged in with my boss's account and attempt to add Site Services to our Org (it shows the same customer number that it did when it error'd out in AX), and when I attempt to do it from the Portal, I get a "Thank you for registering!  This service was part of an Early Access program and is no longer available."  I am stuck.  We are trying to demo this feature as part of a much larger AX 2012 R3 project.   Anyone have ideas?  Really appreciate it!

    I saw another post that said that site services for AX HR recruiting is no longer supported.
