Your admirator requires you to add additiona security info to help you recover your account

We don't use Microsoft Dynamics but all of our Azure users are unable to log into the portal due to this issue. It tells you an additional security email MUST be added but then refuses to save the info "Oops! We have encountered an unexpected error while saving your data. Please try again later". If you have any additional information on this please let me now!
Have the user receiving this message go to:

And make sure the user complies with the rules shown there (i.e. add a secondary e-mail or set up two factor auth). This message shows up if the administrator has enabled self service password reset in Azure Active Directory.
