Do the following.
--- Create the Titles first in HR module.
--- Create Jobs after that and assign the "Titles" there.
--- Create Workers record.
--- Then create Positions and assign "Titles", "Jobs", "Worker" and other relevant details like "Department" and "Report to position".
To avoid manual effort; you can use Open in Excel or Data management to upload all these records in the ERP.
All users must be associated with a license and will be part of Azure active directory. When an user is associated with a license, they are automatically added as System users who have no roles assigned when first time they sign in.
If the users are not available in the Users form, then you can click on Import Users tab to import the selective users.
