In the billing entry window, did you select what cost transactions you would like to bill? If not, you would need to first select your Customer ID associated with the Project, and enter the Project Number, then drill into the Time and Materials Billing window, by clicking on the blue expansion arrow next to the Billings field while you have the Project Number highlighted. Then you can select the timesheets that you want to bill, and if they were setup as billable then I would expect that you would get distributions. Sometimes cost categories are setup to track cost only, and therefore there would be nothing to bill. Also, if you have fees setup, the cutoff date of the invoice would need to be within the window of the fee schedule for any fees to default in on the invoice, so you would need to check the fee schedule as well on your fee. Alternatively, you could drill into the Fees expansion arrow, and select the fee amount that you would like to bill as well.
Just wanted to be sure that you have something being billed on the line, which should then allow you to see the line distributions.
