We are moving dynamic crm from on premise to Microsoft Power Platform. We have been successful in bringing over all the entities and data except one, the ownership entity. We are having issues preserving the ownership of records because users in power platform are created in Azure Active Directory and the guids don’t match. I was able to use the migration tool to migrate everything else except the ownership. All records migrate over as being owned by the admin user because that’s the account used for the migration. Is there a tool to migrate the user records to Azure and maintain the user guids? How has other people solved this issue?

Unfortunately, that's not doable.
My recommendation is to create a mapping of users between on-prem and cloud and use it to use the valid Id.
I don't think you would be able to do it using a migration tool but SSIS with KingsWay soft adapters can do it. I used that tool multiple times in migration projects.
